What's the difference between a "Go-Bag" and a "Grab-Bag"?

Certain states have limitations on the quantity or intensity levels of the active ingredients found in a single container of pepper spray. While these limitations still provide a civilian access to a very reasonable tool for self-defense, a "Law Enforcement" capacity spray might be needed to utilize the spray on more than one (1) assailants. As such, "Law-Enforcement" ratings are given to the versions of pepper sprays that may potentially be illegal for civilians to own.
 

Can I legally own a "Law-Enforcement" rated pepper spray as a civilian?
